Nine districts, one councilmember each
The San Diego City Council has nine districts, each represented by an elected councilmember, alongside the Mayor as chief executive. The city publishes an interactive council district map so you can find your district and contact your representative through their district page.
What the Council decides
The Council is the legislative body: it passes resolutions and ordinances, works through committees, and reviews and approves the budget. Committee work is where most items are shaped before they reach a full Council vote, which is why committee agendas are often more useful to watch than the Council calendar.

The practical order of operations
Find your district on the map, read the committee agenda for the item, submit the public comment form before the deadline, then watch or attend. Comment submitted after an item has been heard is a letter, not participation.
City rules sit on top of state rules
