What You Are Actually Paying For on a California Registration Bill

A California registration renewal is not one fee. It is five or six separate charges stacked together, and two of them scale with what your car is worth — which is why an identical renewal notice can be twice as expensive for your neighbour.

The flat parts

According to the California DMV:

  • Registration fee — $76, which includes a $3 Alternative Fuel/Technology Fee
  • California Highway Patrol fee — $34

These do not move with the value of the vehicle.

The Vehicle License Fee scales with value

The VLF is 0.65% of the purchase price or value of the vehicle. This is the charge that makes a newer or more expensive car cost meaningfully more to register, and it declines as the vehicle depreciates. The DMV notes these funds go to cities and counties.

The TIF is banded rather than proportional, so it jumps at each threshold:

Because it is banded, a car valued just over a threshold pays the same TIF as one valued near the top of that band.

County and district fees vary

The final component varies by county. Two identical vehicles registered in different California counties can carry different totals for this reason alone, which is worth knowing if you move.

Why your bill changed without anything changing

Most year-on-year movement on a renewal comes from the VLF falling as the vehicle depreciates, or from crossing a TIF band boundary. A large unexpected jump is more often a change of county, a lapsed registration penalty, or a smog requirement than an error.

Smog is a separate question

Whether a renewal also requires a smog inspection depends on the vehicle’s age, fuel type and your county — see which vehicles are exempt from smog check. Vehicles under eight model years old can pay a smog abatement fee instead of testing.
